I have enjoyed being a positive influence within the healthcare community for decades, but I'm seeking ways to create a larger impact for my fellow Delawarians. As a caring, knowledgeable, and passionate member of our community, I will continue to fight to reduce the barriers to affordable healthcare, collaborate for appropriate medication options, and push for accessible treatment locations and providers. Keeping those in my community healthy, happy, and safe has always been my main focus, so I ask that you elect me on September 13th for Senate in the 14th District.


1998 SB 339 Pharmacist administration An act to amend the Delaware code permitting pharmacist to administer vaccines and biologicals.

2007 SB 112 Dispensing during State of Emergency An act to amend the Delaware code relating to public health emergencies.

2016 HB 284 MAC Pricing An act to amend Title 18 of the Delaware code relating to pharmacy benefit managers.

2018 HB 441 Prior Authorization An act  to amend Title 18 of the Delaware code relating to pharmacy benefit manager prior authorization of emergency prescriptions for chronic or long-term conditions.

2018 HB 425 Gag Clause An act to amend Title 18 of the Delaware code relating to permitted disclosures related to prescription drugs. 

2019 HB 194 Claw Back Requires PBMs to register with the Insurance Commissioner. (2) Permits the Insurance Commissioner to issue cease and desist orders based on fraudulent acts or violations of Chapter 33A of Title 18 committed by PBMs. (3) Requires PBMs to maintain certain records. (4) Permits the Insurance Commissioner to examine the affairs of PBMs. (5) Grants the Insurance Commissioner the authority to enforce Chapter 33A of Title 18 by imposing fines, requiring PBMs to take affirmative action’s, and suspending, denying, or revoking a PBM’s registration.

2021 HB 219 PBM Transparency Amends Delaware code relating to Pharmacy Benefit Managers.

2022 HB 399 Test & Treat This bill authorizes pharmacists to order and perform tests authorized by the FDA and CLIA-waived and provide treatment for such health conditions.

2022 SB 267 C.A.A.P. AN act to amend Title 18 of the Delaware code to ensure fairness in cost-sharing for prescription drugs.
